Key clients of D&A involving hydrology and water rights engineering include the City of Thornton; City of Longmont; City of Aurora, Board of Water Works of Pueblo, Colorado; Town of Erie; Central City; Arkansas Groundwater Users Association; Water Users of District 6; St. Vrain and Left Hand Water Conservancy District; and Left Hand Water District. As a consultant to these clients, D&A staff has participated in numerous water rights investigations as engineering consultants for applicants and objectors to water rights cases.
D&A staff has participated in over 200 water rights cases and has provided expert witness testimony in over 50 cases. The types of water rights cases in which we have provided engineering consultation have included water rights transfers from agricultural to municipal use, adjudication of direct flow and storage rights, plans for augmentation, substitute water supply plans, exchanges, water quality litigation, groundwater appropriation for both tributary and non-tributary sources, drainage litigation, ditch easement and encroachment litigation, and condemnation litigation.
The major factors which distinguish D&A from other water resource engineering firms are both the depth and the scope of experience of the professional staff on water resource projects, dams, reservoirs, and conveyance facilities. Moreover, our staff has worked together on numerous successful projects and has solved many difficult permitting, design, and construction issues in the process. D&A has experience in all aspects of the investigation, analysis, and design for new dams and water storage projects, as well as rehabilitation projects for existing dams. Our experience includes embankment dams, concrete gravity dams, and gravity arch dams. The scope of our personnel's work on dam projects has ranged from being the lead investigator and designer to providing design review services and consultation. Our personnel have been in the forefront of developing alternative water storage projects in the arid western United States. Our staff investigated, analyzed, designed, and provided construction engineering services for the first soil-bentonite slurry wall lined gravel pit reservoir in Colorado. We continue to work with our clients to develop innovative water storage projects. |

Dam Rehabilitation Projects
Many of the water storage projects in this country were constructed in the early 1900s. These projects have required replacement of outlet structure conduits and other facilities, stability berms to meet slope stability requirements under various loading conditions, enlarged spillways to meet new hydrologic criteria, and enhanced drainage systems because of embankment or foundation seepage.
Our staff has extensive experience on dam rehabilitation projects throughout Colorado and in adjacent areas. We have similar experience on dam rehabilitation projects in the northeast from our Boston office. |

Below Grade Gravel Pit Reservoirs
Our staff has led the way in the design and construction of lined gravel pit reservoir storage beginning in the late 1980s. These reservoirs are constructed by lining the perimeter of excavating gravel mines with low permeability embankments constructed from overburden soils, and reworked and recompacted claystone bedrock. Over the past 10 years our staff has been involved in the design and construction of two or three gravel pit reservoirs per year. |

Conveyance Facilities
Our staff also has experience in the design of water conveyance facilities, including canals, pipelines, and pump stations. Many of the dam and reservoir projects include conveyance facilities as part of the required project infrastructure. |

To provide support to our various municipal, agricultural, commercial, and industrial water supply providers, we have developed excellent capabilities in the hydraulic modeling, design and construction engineering of canals and ditches. We represent numerous agricultural ditch companies in Colorado involved with various ditch re-routing, ditch crossing, and rehabilitation projects to accommodate the ever increasing municipal growth in Colorado. We have also designed rehabilitation projects for transmountain municipal water supply ditches at high altitude locations near the continental divide in Colorado.
Our projects have ranged in size from the small ditches carrying 1 or 2 cfs to large capacity systems that carry over 1,000 cfs. Our staff recently designed and performed construction engineering services on a combined reservoir spillway and drainage channel with a capacity of 22,000 cfs.
Our services include the design of various appurtenant facilities such as check dams, headgates, diversion structures, drop structures, turnouts, measuring flumes, and pump stations.
